Raport przedstawia zarys polityki państwa w stosunku do bezdomności i wykluczenia mieszkaniowego w pięciu obszarach: mieszkalnictwo i uprawnienia mieszkaniowe, integracja społeczna i zawodowa, zdrowie, gromadzenie danych oraz zintegrowane programy pomocowe. 
Jest rozwinięciem podobnego raportu z 2005 roku opisującego szerzej system pomocy osobom bezdomnym i zagrożonym bezdomnością w Polsce. Jest jednym z dwudziestu pięciu opracowań stanowiących podstawę dla Europejskiego Raportu o Polityce Społecznej wobec Bezdomnosci 2006 (S. Mandic, European Policy Report 2006), który wkrótce zostanie opubllikowany przez FEANTSA.

witam! 
Jestem osobą bezdomną, co mogę napisać po przeczytaniu raportu ?tyle tylko, iż to wszystko jest inspirujace -tylko na papierze ,gdyż w polsce tak naprawdę pomoc bezdomnym stoji w miejscu?!! ogranicza się do wydawania ciepłego posiłku,brak pralni,pónktów sanitarnych...itp oczywiście niechciałbym generalizować całego kraju, gdyż zdaję sobie sobię sprawę, iż są zapewne miasta tak zwane "wzorcowe"gdzie są kierowane komisje europeiskie.Pozatym człowiek bezdomny w polsce nie jest traktowany tak naprawdę jak człowiek drógiej kategori, co niezmiernie nas ludzi bezdomnych irytuje! 
Szykany na każdym kroku a to ze strony Policji,lekarza,urzędnika, często słyszymy (ej..ty-zamiast proszę pana) niejesteśmy traktowani na równi z innymi mieszkańcami polski itp...Mamy nadzeję, iż system Europejski pomoże nam w uporaniu się z tymi problemami 
gdyż niechcemy wchodzić na ostateczną drogę walki!!! 
Zatem pokornie prosimy\proszę w imieniu ludzi bezdomnych całego kraju by podejsć do problemu bezdomnosci fachowo i konkretnie by pomoc udzielana bezdomnym w polsce była dorażna!
